There are pipelines in the Netherlands through which hazardous substances are transported. Here you can think of chemical substances. But there are also fuel pipelines.<\/p>\n\n\n\n<p>Therefore, the main reason to prevent excavation damage to cables and pipes is to keep the work situation safe.<\/p>\n\n\n\n<p>Only after that comes the cost. And that too is a good reason to prevent digging damage to cables and pipes. The cost of digging damage in the Netherlands in 2019 has now exceeded 33 million euros.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-black-color has-text-color\">How often does excavation damage to cables and pipes occur?<\/h2>\n\n\n\n<p>Every year, many projects involving digging in the ground are carried out in the Netherlands. Before one may dig into the ground, one must file an excavation notification. This can be done at the Kadaster. And the Kadaster keeps track of how many excavation notifications are made each year. Between 2015 and 2019, between 500,000 and 700,000 excavation notifications are made each year. And this number is growing.<\/p>\n\n\n\n<p>However, that is not the problem. The problem is the number of excavation claims. This number has now exceeded 40,000 in 2019. This means that about 6% of excavation notifications involve excavation damage.<\/p>\n\n\n\n<p>An excavation notification can only be done for a small area (500 m x 500 m). This means that some projects require multiple excavation notifications. Also, excavation notifications are made where no excavation is done at all.<\/p>\n\n\n\n<p>So the actual excavation damage rate per project will be much higher than 6%. It is probably well above 10%.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-black-color has-text-color\">What are the regulations for preventing excavation damage to cables and pipes?<\/h2>\n\n\n\n<p>And so that percentage of excavation damage to cables and pipes is far too high. This has to come down, which is why the central government passed the Wibon Act. Wibon stands for Wet informatiewisseling bovengrondse en ondergrondse netten en netwerken (Information Exchange Above Ground and Underground Networks and Networks Act). This law has been in effect since March 31, 2018. And the predecessor of this law was WION.<\/p>\n\n\n\n<p>The Wibon Act regulates that network operators are required to make information about their cables and pipes available digitally.<\/p>\n\n\n\n<p>Providing the data of cables and pipelines is done by the Kabels en Leidingen Informatie Centrum, or KLIC. This is part of the Land Registry.<\/p>\n\n\n\n<p>A party wishing to dig requests the data through the KLIC. KLIC sends the request to the network operators involved. And the network operators send their information digitally to KLIC. KLIC collects all the data and sends it in one package to the party who wants to dig.<\/p>\n\n\n\n<p>The party wishing to excavate must keep the data received from the KLIC digitally at the work site while performing the excavation work.<\/p>\n\n\n\n<p>The Telecom Agency enforces the Wibon law. It checks the network operators and those performing excavation work. One way it does this is by visiting excavation sites and checking that the KLIC data are digital on the job. If a violation is observed then the Telecom Agency can issue fines.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-black-color has-text-color\">How does preventing excavation damage to cables and pipes work in practice?<\/h2>\n\n\n\n<p>In addition to the Wibon Act, there is another CROW publication on preventing excavation damage to cables and pipes. This is publication 500 entitled \u201cPreventing damage to cables and pipelines\u201d. This publication contains guidelines regarding excavation work in the vicinity of cables and pipelines. An important part of this is making an excavation notification, as stated in the Wibon Act.<\/p>\n\n\n\n<p>However, with the KLIC data, the location data of the cables and pipes are only known globally. And of course it is easier for everyone when the cables and pipes are marked in the field.<\/p>\n\n\n\n<p>There are a number of options for this. One is the cable locator. This makes sound when one moves the cable finder over a particular cable. After that, one still needs to record the location of the cables.<\/p>\n\n\n\n<p>This can be done with ground penetrating radar. Ground penetrating radar can be used to record the positions of cables and pipes. Radar is then used to locate the cables and pipes. The GPS on the ground radar then provides the exact positioning of the cable or pipe. However, ground radar cannot be used in all terrains.<\/p>\n\n\n\n<p>There is also, of course, the possibility of digging test trenches. This is an old method. But also a very effective one. The great advantage in digging trial trenches is that one can immediately see what cables and pipes are present.
